Article XIV - NCLEWA Woman of the Year

The Association's "Woman of the Year Award," the highest award for a female law enforcement officer to receive in the state of North Carolina, is presented annually to an active member of the Association.

A) Criteria for consideration shall be:

  1. Contributions and service to the Association;
  2. Outstanding service to her community and her department;
  3. Other achievements related to law enforcement
  4. Her active dues paying membership in the Association for five consecutive years;
  5. her not having received this award previously.


B) Nomination procedures shall be coordinated by the previous recipient of the award, who shall:

  1. Obtain the names of all eligible active members (meeting criteria #4 and #5 above) from the Membership Chairperson;
  2. Send letters (postmarked by November1) to Chiefs, Sheriffs or members' immediate supervisor advising them of female officers in their department who are eligible to receive the award, asking for nomination letters;
  3. Send letters postmarked by November 1 to all dues paying active members of the Association advising them of names of eligible members for the award, asking for their nomination letters;
  4. Nomination letters shall include specific information as to the nominees meeting the above criteria;
  5. Nomination letters must be returned by January 1 to the present Woman of the Year.


C) Voting procedures shall be coordinated by the present Woman of the Year, who shall:

  1. Distribute copies of all nomination letters received by December 1 and ballots to active members attending the May conference and general membership, so voting may take place at that time;
  2. Collect and tabulate all ballots, while maintaining confidentiality as to the new award recipient's identity;
  3. In the event the current Association President is on the list of eligible nominees for the award, the present recipient shall break a tie should one occur.


D) Other duties:

  1. Shall maintain a cumulative folder to be given to the next award recipient, composed of copies of all form letters mailed out, nomination letters and pictures received, ballots drawn and any other correspondence generated in this regard by the present award recipient;
  2. Contact new award recipient's chief, sheriff or nominating supervisor advising same of the award winner's name so arrangements can be made to ensure recipient's attendance asking that individual to maintain complete secrecy;
  3. Invite new recipient's chief, sheriff or nominating supervisor to attend the seminar banquet;
  4. Contact the award recipient's immediate family to inform them of the award ceremony, and make necessary arrangements for their attendance at the seminar banquet.
  5. Inform all invited guests their seminar meal will be furnished by the Association; however, any accommodations or other expenses must be incurred by that individual or department;
  6. Prepare a summary of new award recipient's achievements and background information for presentation at the banquet;
  7. Present a plaque to the new recipient at the seminar banquet.
