This was the August meeting in Apex, NC.  The meeting started a t 9:00 am.  I am going to include some information that was discussed in the February meeting.

Update on the 2008 In-Service Training Requirement:  The Staff had received 98% of the F-9’s ( Mandatory In-Service Compliance Report)  from the law enforcement agencies across the state.  281 officers failed to complete the 2008 In-Service requirements.  A total of 66 officers have been suspend ed for failing to comply with the Commission’s mandated 24 hrs of in-service.  There were a total of 130 waivers including 69 medical waivers and 61 for military .  A total of 28 officers who received waivers for return-to-duty who have completed in-service training.

The Justice Academy:  Peggy Schaefer gave an update on the range for Edneyville.  At first they were going to build an outdoor range, but was able to get the funding for an indoor range.  It will take about a year and a half.
Mark Strickland was promoted and is now over in-service, BLET, and instructor training. 
She also stated that the campus has a new gym and the new CSI building will be open in Nov.
She stated that there is a new management course that will be offered. As well as a new course for new Sgts. Or Sgts.  to be.  There is also going to be new training for department that are considered rural departments.  There are 166 department the meet the rural qualifications.
Now Haz-mat and explosives instructors must attend a 3 day course at the Justice Academy prior to teaching.  Also the F-16 (instructor form) was changed.
On-line training will change on March 2010.
Some issues were brought up about the amount of time that officers are spending in their in-service classes.  The question was are the officer really getting the 24 hrs. required.  This will be discussed in Nov. meeting.

Planning and Standards finished the recruitment study.  A white copy was submitted to the commission to review and report back at the Nov. meeting. 
Because of budget cuts the Justice Academy has agreed to pick of the tab on printing the Advanced Certificates.
