CALL TO ORDER
The NCLEWA quarterly business meeting was held at The SBI Crime Lab in Raleigh. The meeting convened at 12:45 p.m. and the invocation was delivered by the Chaplin, Marissa Davis.

READING OF MINUTES
Captain Patricia Driggers (Treasurer) made a motion to except the minutes without reading them since they were posted on the website and members received an electronic copy prior to the meeting. Lorraine Snyder seconded the motion and all was in favor of excepting the minutes without being read.
TREASURER’S REPORT
Captain Patricia Driggers stated that the Associations balance was $4,605.60. Driggers said she written several checks for the Associations' Domain fee, a check to Don Smith (webmaster) and made our annual donation of $300.00 to a Community College in Rutherford. The Annual donation was to be given to a female student in the Criminal Justice program that is in need of tuition or books.
MEMBERSHIP REPORT By Kelly Oaks
There were no new memberships to report.
CHAPLAIN’S REPORT By Marissa Davis
A card was send to Tim Perdue (Chatham County Sheriff's Office) who lost his wife. A card was sent in the memory of Charles Brown (Martin County Sheriff's Office) who was killed in the line of duty. A get well card was also send to Sergeant Sam Hersey (Gaston County Police Department) and Brenda Bishop (Retired from Greensboro Police Department).
COMMITTEE REPORTS:
NC Training & Standards Commission- The NCLEWA’s designated representative, Sam Hersey, gave a written report which is attached to these minutes.
LEAP- The NCLEWA President is the designated representative at the LEAP meetings. There have not been any new meetings scheduled as of this date.
FORGOTTEN RESIDENTS- President Oaks receives news letters from the forgotten Residents Facilities with their updates. Teresa Gurley (Wake Forest Police Department) and Marissa Davis (Goldsboro Police Department) have both reported that they have visited and hand delivered the Associations gifts to the sponsored residents; "Emily C" at O'Berry and the resident at Murdoch Center.
UNFINISHED BUSINESS:
2010 Conference planning:
Charlotte was voted to be the top choice for the 2010 Conference. The Training Courses that were selected were: Deadly Force Training and Critical incident stress de-briefing; Verbal Judo and mindset; Leadership Training; Promotional Boards and Assessment Centers. Most instructors have already been confirmed however the Association in waiting on two instructors to get back with us before we finalize and publish the Training Agenda for the 2010 Conference.
The date for the 2010 Conference has been set for September 15-18 in Charlotte at the Charlotte
Mecklenburg Police Department Training Academy.
The Conference Hotel is the Hyatt Summerfield Suites. A State Rate of $63.75 Plus tax is the quote rate with a limited number of rooms reserved. President Oaks recommended reserving a room in advance if you are planning on attending the Conference to lock in on the low rate.
A Conference Committee was proposed to assist with the details of the 2010 Conference. The following people volunteered to assist with this Committee: Latisha Allen; Merica Zabitosky; Kelly Oaks; Lorraine Synder; Christie Rhoney and Sam Hersey.
NEW BUSINESS
- Promotions and Achievements: Tracy Dobson was promoted to School Resource Officer at Jacksonville Police Department.
- President Oaks spoke with Kevin Klingel (Circle City Screen Printing and Embroidery ) and he quoted the Association some prices on merchandise that he would screen print and embroider the Associations logo. Polo shirts are ($18.00); long Sleeve T-shirts ($10.00) and Nylon Bags are ($10.00). Please contact Kelly Oaks (koaks@ncdoj.gov) for more information or to place an order.
- Discussion of whether or not we should switch Webhosting and design companies. Currently we are using Cyber Sharks, however our Contract expires in November and we are currently paying $70.00 for our Domain name ever two years. We also pay Cyber Sharks another $72.00 in annual fees in Web Hosting. Don Smith our Web Designer suggested switching to another company that would allow him access to make some drastic changes to our current web page and possibly save some money. Smith suggested a company called "Go Daddy". This discussion was tabled until a later date when Smith could be contacted and his recommendations be heard.
- The next meeting was scheduled for May 18th at the SBI Lab in Garner. Everyone was encouraged to bring a bag lunch and President Oaks said she would bring a desert to share.
With there being no other business, Captain Driggers made the motion to adjourn the meeting and Marissa Davis seconded the motion. The motion carried and the meeting was adjourned around 2:10 p.m.

The next Commission meeting will be February 18-19th .
From the last meeting we discussed the Justice Academy’s western firing range project. That if everything goes good that it should be operational in January 2011. Also they have a newly renovated gym. With a new weight room, cardio equipment, and a new CSI Lab and crime scene department. The full gym had a skylight and a three lane running track around it.
Mr. Chet Jernigan , Deputy Director stated that the academy was partnering with FLETC to help deliver courses through the Rural Policing Center. The courses were designed especially for rural department, but since the federal government had revised the definition of a rural police department that 90% of all agencies now meet the criteria.
Also the Criminal Investigation Certificate Program had been suspended for several months. Presently , the program was ready for enrollment and is accepting new students.
A new Background Investigation Course has been developed and the next courses offered would be at the East Campus March 8-12, 2010 and the West Campus September 20-24, 2010.
Mr. Jernigan stated that he highly encouraged instructors to attend the new in-service updates scheduled for November, December, January, February and March.
Education and Training Committee:
2011 In-service was selected with the 16 hours mandated training and 8 hours of departmental topic of choice for a total of 24 hours.
Changes came about in the Correctional Officers Course. Also the subcommittee was scheduled to meet in January to discuss various issues related to out-of-state officer transfers. Hopefully I will have some answers this next meeting.
Planning and Standards Committee:
A new Vice-Chairman was elected and discussion was made about the development of the next System Plan.
Also Bryan Miller with the Justice Academy showed a new video for recruitment. This video can be used by departments or agencies for recruitment.
A copy of the report which summarizes law enforcement recruiting and retention practices across NC should be posted on the website.
Probable Cause Committee:
The committee reviewed a total of sixteen cases. They continued five cases and on five cases, the Committee found no PC. They found PC on eleven cases; however, the Committee recommended a lesser sanction for one case which received an “Official Written Reprimand” and five cases were given “Official Written Warnings.”
Again the next meeting is February 18-19th 2010. |
